我国农村流通体系建设中公共财政支持体系研究

农村流通体系的基础设施建设以及农民的补贴,都需要公共财政的支持。但当前的公共财政支持行为,并未产生预期的效果。原因在于:推动新农村流通体系的发展,涉及内容十分复杂,要求基层政府具备较高经济职能履行能力。但目前政府公共财政支持流通体系的科学性不足,协调处理不同利益分歧的能力有限,科学的决策体系尚未完善。由此得出的启示是:必须提升政府公共财政支持的能力,加强政府公共财政支持的决策科学性和民主性,还要通过立法来规范政府的财政支持行为。

Rural circulation system of infrastructure and subsidies for farmers, all need the support of public finance. But the current public finance support did not produce the effect. The reasons are： the content of promoting the development of new rural circulation system is complex, the grass-roots government is required the function of high economic performance ability. But at present the government public finance support circulation system is lack of scientific design, and its limited ability to deal with differences of different interests, the scientific decision-making system is not perfect. The result shows that we must improve the ability of the government public finance support, strengthen the government＇s decision-making with scientific and democratic public finance support, legislation to regulate the behavior of the government＇s fiscal support.
