摘要
我国残疾人口规模较大,占总人口的比重较高,但就业人口占残疾人口的比重不足20%。新常态发展背景下,保障残疾人就业是社会主义的本质要求,是构建和谐社会和促进经济发展的必然要求。我国残疾人就业保障制度不健全,就业信息缺失且存在就业歧视,残疾人再就业意愿提升不足。政府必须发挥其社会管理与经济职能,组建全国范围内的残疾人就业保障公益性组织,优化产业结构为残疾人创造更多就业岗位,推动残疾人劳动力资源市场现代化、信息化与正规化建设,保障残疾人就业权益的实现。
The number of people with disabilities in China is large, but the proportion of the population with disabilities employment is still less than 20%. Under the new economic normal, to safeguard the employment of disabled people is an essential requirement of socialism, it is also the inevitable requirement of building a harmonious society, as well as a necessary requirement for economic development. The current system for people with disabilities employment is not perfect, employment information is missing and there is discrimination in employment, the willingness of re-employment of persons with disabilities is weak. Therefore, the government have to play its social and economic functions of management, establish the nonprofit organizations nationwide for persons with disabilities employment, optimize the industrial development, create more jobs, promote the construction of modem market with disabilities labor resources, information and normalization, so as to protect employment rights of persons with disabilities.
