摘要 推动全球环境治理改革,是适应新一轮工业革命时期全球可持续发展的客观要求,大数据时代为全球环境治理改革带来了新的契机。全球环境治理改革需要积极利用大数据技术构建发达国家、新兴经济体、发展中国家、国际组织、跨国界民间社会团体等多元主体参与的协同治理逻辑框架,克服传统治理的利益冲突、碎片化管理、数据鸿沟与参与能力不足等缺陷。运用大数据技术优化全球环境治理的结构与过程、整体性全球环境治理体系及多方协同参与平台,可以有效提升全球可持续发展能力。 Promoting the reform of global environmental governance is an objective requirement for adapting to the global sustainable development in the new round of industrial revolution, and the era of big data has brought new opportunities for the reform in the global environmental governance. The global environmental governance reform needs a logic framework of collaborative governance established by multi subject participation of the developed countries, emerging economies, developing countries, international organizations and other transnational civil society groups with an active use of big data technology, and it involves overcoming the defects caused by traditional governance, such as the conflict of interest, fragmentation management, the data gap and insufficient participation ability. The global sustainable development capacity can be effectively enhanced by the use of big data technology to optimize the structure and process of global environmental governance, global environmental governance system and multi collaborative participation platform.
