"把纪律和规矩挺在前面"是落实全面从严治党战略的必然要求,是推进"两个责任"落实的重要抓手。它不仅对深化党风建设和反腐败工作提出了更高要求,也为油田党员干部牢固树立纪律和规矩意识指明了方向。"把纪律和规矩挺在前面",在思想理念上,要从"治标"为主逐步向"治标"与"治本"并重转变;在监督管理上,要从惩处"极少数党员干部"向用纪律管住"大多数党员"转变;在方式方法上,要从"查违法"向"盯违纪"转变。面对依纪依规治党过程中存在的问题,要加强纪律教育,立好纪律和规矩意识;要落实"两个责任",抓好纪律和规矩建设;要强化制度建设,着力建立完善责任体系;要严格执纪监督,扛起纪律和规矩责任。

＂Putting discipline and rules first＂ is essential both in implementing the strategy of comprehensively strengthening Party discipline and in putting into practice ＂two obligations＂. It puts forward higher requirement for deepening Party conduct construction and anti-corruption work and indicates the direction for the oilfield Party members and cadres to firmly establish the awareness of discipline and rules. ＂Putting discipline and rules first＂ requires paying equal attention to a temporary solution and a permanent cure mentally, capping the discipline on the majority of Party members through strengthening supervision and fixing our eyes on disciplinary offence.
