通关一体化背景下直属海关转型路径探索

Exploration of Transformation Pathways for Customs Districts Against the Background of Integrated Clearance

全国通关一体化改革背景下,传统管理体制和机制面临颠覆性变革,海关需要主动顺应改革方向,规划未来发展。文章以五大发展理念、四大强关战略以及安全便利要求等作为海关转型的逻辑动因,遵循法治、标准、智慧、集约、专业等转型原则,阐述了明晰权责划分、整合现有业务、构建智慧海关等转型理念,在此基础上,运用逻辑分析和实证研究等方法,重点探究了直属海关转型的改造路径,提出专设验估机构、充实稽查力量、职能剥离上移和推行新型综合业务管理模式等转型具体建议和设想。

Under the background of National Integrated Clearance reform, traditional administrative systems and mechanisms face revolutionary changes. In this case, the Customs adminis- tration needs to adpat actively to the direction of the reform and make plans for future development. This article approaches the rationales of Customs transformation from five development concepts , four strate- gies of improving Customs administration, and requirements of trade security and facilitation, and pro- poses to follow the principles of rule of law, standardization, intelligence, centralization and profes- sionalism in the process of transformation. It also illustrates concepts for transformation, including divi- sion of rights and responsibility, integration of current services and development of smart Customs. On this basis, this article investigates the transformation pathways for Customs districts through logical anal- ysis and empirical research, and then put forward concrete suggestions and ideas for transformation, in- cluding setting up the special office of valuation , empowering audit, stripping off certain functions and implementing a new model of comprehensive management.
