摘要 通过对欧盟最佳可行技术发展历程、体系概况的研究,分析总结了其主要特点。并以钢铁行业最佳可行技术为例,详细研究了其基本框架、适用范围等具体规定。结合我国最佳可行技术体系现状和排污许可制度改革要求,提出了进一步完善该体系的对策建议:确立BAT法律地位、有效支撑各项环境管理制度、完善BAT编制路径、制定钢铁行业最佳可行技术文件框架。
