不同类型农户城乡建设用地增减挂钩政策实施阶段参与程度影响因素研究

Influencing factors on farmers' willingness to participate in the program of linking the increase and the decrease of rural-urban construction land

研究城乡建设用地增减挂钩政策实施阶段农户参与程度及其影响因素,对提高农户参与积极性以及降低政策实施阻力具有重要的指导作用。本文结合湖北省实地调研数据,运用有序Probit模型对不同类型农户政策实施阶段参与程度的影响因素进行定量分析。结果表明:1)户主文化程度、原房屋面积以及政策的宣传对纯农户的参与程度产生显著的正向影响;2)户主的文化程度、产权意识、项目认同度及政策宣传对兼业户的参与程度产生显著的正向影响,而原宅基地面积、区位特征及政策实施暗箱程度对兼业户的参与程度产生显著的负向影响;3)户主年龄、宅基地面积及政策实施暗箱程度对非农户的参与程度产生显著的负向影响,而产权意识及家庭人口数量对其参与程度产生显著的正向影响。总体而言,农户的异质性导致其参与程度及其影响参与因素存在较大的差异,各类型农户对政策的认同及其自身权益意识深化对其参与程度产生重要的影响。

Exploring farmers＇ participation and the influencing factors in the implementation stage of linking the increase and the decrease of rural-urban construction land program has an important guiding role to improve farmers＇ participation rate and to reduce the resistance of program implementation. Based on the survey data of Hubei Provinee, this paper uses the ordered Probit model to quantitatively analyze the influencing factors of different types of farmers＇ participation in the program implementation stage. Results show that 1） the education level of rural household head, the original house size, and the propaganda work of policy have significant positive impacts on full time farmers＇ participation level; 2） the education level of rural household head, the awareness of property right, policy identity, and the propaganda work of policy have significant positive impacts on the part-time farmers＇ participation level. However, the original house size, the location of original house, and the opacity of the program have significant negative impacts on the part-time farmers＇ participation level; and 3） the age of rural household head, the original house size and the opacity of the program have significant negative impacts on the non-agricultural households＇ participation level. But the awareness of property right and family size have significant positive impacts on the non-agricultural households. In summary, due to farmers＇ heterogeneity, there are significant differences in farmers＇ participation levels and its influencing factors. The deepening of the policy identity and the awareness of property right of the different types of farmers have important impacts on their participation levels.
