社区协商议事的本土实践及其反思--以上海市普陀区“同心家园”建设为例

Indigenous Practice and Introspection of Community Consultation in China: Taking Shanghai Putuo District as an Example

作为基层社会治理的一项制度性革新,社区协商议事有助于推动一元化、集中式、单线条社区管理向多元化、分散式、网状化社区治理转型,对于协调各方的利益矛盾和冲突、拓宽居民社区参与渠道、提升居民满意度和获得感具有重要意义。反思西方理论话语中"公共协商"的价值倡导,中国城市社区协商能否迈向基于公共理性而展开的持续互动?基于上海市普陀区"同心家园"建设过程中社区协商议事的本土实践,在分析社区协商的内涵与特征的基础上,深入探讨城市社区协商对于社区治理转型的意义,以"动态化"视角审视重塑多元主体,规范社区协商内容,搭建社区协商议事平台,理顺协商流程,处置协商结果等城市社区协商治理的程序和技术,并指出当前中国城市社区协商面临的诸如公共性缺失、价值观碎片、阶层差异等现实挑战。

As a system innovation of grassroots social governance, community consultation can help to promote the transformation of community management from the unified, centralized and single - track method to the diversified, decentralized and networked pattern, and it is very significant to coordinate the conflicting interests of all parties, broaden the channels of participation of residents in the community, and enhance the residents＂ satisfaction and sense of acquisition. Reflecting on the value proposition of ＂public consultation＂ in western theoretical discourse, can the Chinese urban community consultation move toward the continuous interaction based on public reason？ Based on the local practice of community consultation in Putuo District of Shanghai, this paper analyzes the meaning and characteris- tics of community consultation and discusses the significance of urban community consultation for the transformation of community governance, and looks into the process and technology of grassroots gov- ernance such as reshaping the multi - dimensional subject, standardizing the content of community consultation, building a community consultation platform, straightening out the consultation process and disposing of the consultation result from a developing perspective, and points out realistic challenges such as the lack of publicity, the fragment of values, the differences of class and so on in the process of China＇s urban community consultation.
