民众的腐败容忍度:实证研究及启示——基于世界价值观调查数据的分析 被引量:8

Public's Corruption Tolerance: Empirical Research and Lessons:An Analysis Based on Data from the World Values Survey

摘要 民众腐败容忍度的差异,对一个国家或地区的反腐败斗争具有深刻影响。这种差异,可以通过民众对待腐败的态度和反对腐败的行动两个方面来衡量。世界价值观调查的相关数据,为测量不同国家和地区民众对待腐败的态度和反对腐败的行动提供了实证支持。世界价值观调查的数据与透明国际的全球清廉指数的相关性分析显示,民众对待腐败的态度和反对腐败的行动分别与腐败现象存在不同程度的相关度,其中民众对待腐败的态度与腐败严重程度弱相关,民众反对腐败的行动与腐败严重程度强相关。对民众腐败容忍度的实证研究表明,降低民众的腐败容忍度是有效治理腐败的基本条件,而激发民众积极采取反对腐败的行动更是有效治理腐败的关键要素。 Differences in people's corruption tolerance have a profound impact on the fight against corruption. Such differences can be measured in two aspects: the public's attitudes towards corruption and the public's actions against corruption. Data from the World Values Survey provides empirical support for the measurement of this attitudes and actions in different countries and regions. Analyses of the correlation between the data of the World Values Survey data and the Corruption Perceptions Index of Transparency International indicate that the public's attitudes towards corruption and their actions against corruption have different correlations with corruption. The correlation between the public's attitudes towards corruption and the severity of corruption is weak, whereas the correlation between the public's actions against corruption and the severity of corruption is robust. As such, reducing the public's tolerance of corruption is a prerequisite condition to effective control of corruption, and efforts to inspire people to take action against corruption are a key element of effective governance of corruption.
