中国体育服务业发展方式转变的制度约束与创新研究

Institutional Constraints and Innovation of Development Mode of Sports Service Industry in China

我国体育服务业发展方式呈现数量增长明显、经济贡献偏低、区域结构失衡、机构规模较小、盈利水平较低的粗放型特征,而体育服务业初始制度形成的政府垄断安排,限制了多元主体参与程度,其所衍生的职能越位、政绩本位、监管缺位、措施失位的各种制度壁垒,产生的惯性直接导致粗放型发展方式路径固化。要推动陷入低效率运行的体育服务业转变到科学发展的轨道上来,就必须全面实现政府职能转位、政绩考核落位、市场监管提位、支撑措施返位的实质性制度安排,从而促使我国体育服务业释放出更高层次的效率。

Current development of sports service industry in China presents a low volume growth, less economic contribution, regional imbalances of internal structure, basic characteristics of bodies of smaller, less profitable mechanism, and it derived from a planned government functions is abandoned, accrual basis, absence of government regulation, support to be missing various institutional barriers and inertia led directly to the formation of the path-curing. Measures should be taken as to push into the low efficiency operation of sports service industry into the track of scientific development, to lay emphasis on the im- portance of full transposition of government functions, accrual down, government regulation, to support to return to substan- tive institutional arrangements, prompting the sports service industry release higher levels of efficiency.
