摘要
以广西为例,通过对高校旧校区置换中的有关问题进行研究,从解决办学困境、提高土地利用率和增加教育投入等方面,论证高校旧校区置换的必要性;从土地性质、国家法律政策以及各地实践等方面,论证高校旧校区置换的可行性;在分析了几种置换模式利弊的基础上,提出采用土地收储方式、土地招拍挂方式或两种方式相结合进行旧校区置换,并应当把所得的收益在扣除必须上缴国家的有关规费和资金后,全部返还给学校用于新校区建设。
Taking Guangxi as an example, this paper makes a research on the relevant problems of universities' old campus replacement, to discuss the necessities from such aspects as solving the predicament of school running, improving the land utilization rate and increasing the investment in educa- tion. It also discusses the feasibility of replacement from the nature of the land, national laws and pol- icies, and the practice in different regions. Based on the analysis of the advantages and disadvantages of several replacement models, this paper proposes to adopt land storage method, and land auction method or the combination of the two modes for the old campus replacement. After taking off the rel- evant fees and funds that must be turned over to the state, the rest must be returned to the school for the construction of new campus.
