摘要
近年来,日本政府为应对食品安全事件引发的信任危机,在食品行业实施了一项旨在强化食品行业相关主体之间信息交流为特征的"食品交流工程"(Food Communication Project,简称"FCP")。本文在深入分析日本FCP的系统结构及运行机制的基础上,考察了FCP"交流关键点"的构成和实施案例。研究表明,日本FCP积极推进食品安全利益相关方之间的沟通与交流,增进了食品安全利益相关方的相互信任。日本FCP明确政府角色定位、重视源头监管、强调企业主导、立足消费者优先以及引导非食品企业参与治理的做法,对探索构建我国食品安全社会共治格局具有重要的参考价值和借鉴意义。
In recent years,the Japanese government implemented a new food safety management project which is called Food Communication Project(FCP),in response to the crisis of the confidence of consumers caused by domestic food safety incidents. The main characteristic of FCP is information exchange among related subjects in food industry. This paper studies the composition and implementation cases of FCP's'communication key points'based on the in-depth analysis of the systematic structure and operation mechanism of the Japanese FCP. Research shows that Japan's FCP actively promotes the communication and exchange between food safety stakeholders and enhances the mutual trust as well. There are many measures adopted in Japanese FCP,including making the government role clear,paying attention to the supervision at the source,emphasizing enterprise- led,standing on consumer preference and guiding nonfood enterprises to participate in the governance of such practices. It has important reference value and reference meaning to explore the construction of China's food safety and social governance structure.
