摘要
近年来,随着建设创新型国家目标的提出,全国各地区加快了科技创新的步伐。而科技创新投入快速增长的同时,科技创新的效率是否显著提升则不容忽视。利用数据包络分析方法的CCR,BCC和SE-DEA模型,从科研开发和高新技术企业科技创新效率两个方面对苏南地区常州科技创新投入绩效进行评价,发现常州科技创新效率虽然呈现上升趋势,但波动明显。因此,在加大区域科技创新投入的同时,必须注重科技创新效率的稳步提升。
In recent years, with the goal of building an innovation-oriented country, all regions of the country step up the pace of technological innovation. With the rapid growth of investment on technological innovation, we need to improve efficiency. From the two aspects of technical R＆D and high-tech enterprise technological innovation efficiency, this paper evaluates on the input performance of technological innovation of Changzhou city in Southern Jiangsu, basing on CCR, BCC and SE-DEA models. We find that technological innovation efficiency of Changzhou presents rising trend with fluctuating. Therefore, while increasing the investment on regional techno- logical innovation, we must focus on the promotion of technological innovation efficiency.
