随着网络技术特别是智能移动终端的发展,恐怖分子利用社交网络传播恐怖意识形态的能力进一步提高。社交网络已成为恐怖主义组织传播恐怖主义意识形态、进行组织联系、资金筹募、远程指挥的重要渠道,并呈现出隐蔽、快速,公众影响力和煽动性增强,运营模式专业化,防控难度增大等特点。反恐斗争在注重传统战场的同时也应高度重视社交网络传播恐怖主义的新形式,在努力突破技术与政策壁垒基础上,积极引导民众参与,积极防范本土化"独狼"式恐怖袭击,构建反恐社交网络舆情监控体系,全力封堵社交网络传播恐怖主义账号,合作打击社交网络传播恐怖主义行为。

As network technology,particularly the technology of smart mobile terminals develops,terrorists take the advantage of social networks to spread terrorist ideologies,to get in touch with different organizations,to raise fund,and to send commands remotely. These activities have the characteristics of covertness,rapidity,strong social influence and sedition,professional operational mode,which makes it difficult for competent authorities to prevent and control terrorism. In addition to traditional battlefields against terrorism,great importance should also be attached to social networks,a new battlefield where terrorism is spread. With the effort to transcend the barriers of technology and policies,and to strengthen cooperation,the advantages of policies,functions and technology shall also be brought into full play,to improve monitoring system against terrorism on the social networks,in an attempt to curb all channels of spreading terrorism and its influence.
