《更好的结果,更光明的未来:儿童与青少年国家政策框架(2014-2020年)》,是欧洲西部小国爱尔兰第一个涵盖0至24岁儿童与青少年的整体政策框架。该框架的内容除了"前言"、"附录",主体部分由"背景"、"实现更好的结果"和"实施"三部分组成,第二部分"实现更好的结果"分为"转化的目标"和"国家结果"两部分。建立一套共享的儿童和青少年发展结果、确定了政府政策承诺通过清晰的责任条线来及时有效地驱动政策实施、强调一个循证循效的方法跨政府部门横向纵向合作、选择一些关键指标来作为关键政策领域的基准来测量五大结果的进展,是该政策的几大亮点。

Better Outcomes, Brighter Futures represents the first overarching national children＇s poli- cy framework comprehending the age ranges spanning children and young people （0 - 24 years）. It con- tains 3 sections （ Context, Achieving Better Outcomes, Implementation ）, and Appendices. ＂Achieving Better Outcomes＂ includes two parts, ＂Transformational Goals＂ and ＂National Outcomes＂. Major Innova- tions of Better Outcomes, Brighter Futures are：Establish a shared set of outcomes for children and young people ;Identify the range of 163 policy commitments in place across government and progress these based on a structured, systematic and outcomes focused approach;Emphasise an integrated and evidence in- formed approach to working across government ; Prioritise the key cross - cutting transformational goals under each outcome area, which requires concerted and coordinated action to ensure the realization of the respective outcomes.
