Government Emergency Management Process Analysis Based on PDCA and SDCA Cycle Theory

PDCA和SDCA循环理论作为一种重要的全面质量管理理论和流程优化工具,对我国政府应急管理具有一定的指导性作用。本文在界定流程优化涵义的基础上,分析了PDCA和SDCA循环理论在应急管理中应用的可行性,以及我国政府在监测与预警、应对与救援、恢复与重建等应急管理流程方面存在的问题,并从计划、执行、检查、处置等方面探讨了应急管理流程优化的对策。

In recent years , China＇s emergency work has made considerable progress;however,there is still a big challenge in the emergency management for the government.In the face of all kinds of emergencies ,the government is often in the first line of emergency management,and plays an important role in the process of emergency response.Clear responsibility of the government in the process emergency management helps to take scientific and effective work in prevention ,response and aftermath procedures.PDCA and SDCA cycle theory,as an important comprehensive quality management theory and process optimization tools,have a certain guiding value for the emergency management in China.we analysis the government problems in monitoring and early warning,response and assist,recovery and reconstruction process at the base of defining the meaning of process optimization,PDCA and SDCA and discuss the emergency management process optimization path in planning,do,check,action four aspects.
