摘要 "一带一路"倡议的实施和跨境电子商务的广泛应用,为"一带一路"沿线国家进一步扩大合作领域提供了难得的机遇。作为毗邻俄罗斯的最大边境大省,黑龙江省对俄跨境电商企业初具规模,传统贸易企业应用电子商务转型升级步伐在加快;跨境电子商务园区建设初具雏形,对俄跨境电商配套设施逐步完善;对俄跨境电商物流大通道独具优势,跨境物流龙头企业实力进一步增强;绥芬河跨境电商通关服务平台成功测试,实现对俄跨境电商零售出口货物便捷通关和海关纳统;对俄跨境电商支付体系也在进一步完善,为黑龙江省下一步大力发展中俄跨境电子商务奠定了坚实基础。 The implementation of "the Belt and Road" initiative and the extensive use of cross-border e-commerce provide a rare oppor- tunity to expand cooperation for countries along the land and maritime silk road. In Heilongjiang, the largest province bordering Russia, enterprises have taken shape, traditional trade enterprises accelerate the speed of e-commerce upgrade and transformation, cross-border e-commerce parks have been built, and support facilities for Sino-Russian cross-border e-commerce are being established. In addition, the large channel for the e-commerce logistics have a unique advantage; the strength of market leader of logistic enterprises is stronger; the custom clearance service platform of Suifenhe has passed the test, realizing fast custom clearance of export retail cargos; the payment system is improving. The above achievements lay a sound foundation for the development of cross-border e-commerce between Heilongjiang province and Russia.
