“十三五”期间兰州市增加城乡居民收入的思考

Reconsideration of Increasing Lanzhou Residents' Income During “The 13th Five-Year”

以"十二五"期间兰州市城乡居民收入等现实指标为基础,就影响兰州市城乡居民收入增加的难点因素进行了系统的分析,研究发现:兰州市增加城乡居民收入存在农业发展、工业转型、城镇化、教育和人才方面的制约,同时也具备区位、政策和第三产业发展的有利条件;因此对比日本国民收入倍增计划、提出了"十三五"期间增加兰州市城乡居民收入的政策建议,即以经济社会健康良性发展为原则,推进工业供给侧改革、促进城乡均衡发展、谋求产业和城镇化协同发展、加大教育和科研投入。

Based on the urban and rural residents＇ income in Lanzhou and other realistic indicators during the 12th Five- Year, the difficult factors which impact Lanzhou urban and rural residents income increase are systematically analyzed in this paper. It is found that there not only have restrictions in income increase such as agricultural development, industrial restructuring, urbanization, education and personnel constraints, but also have favorable conditions like location, policy and the third industry development. Therefore compared with Japan＇s national income doubling plan, this paper puts for ward policy suggestions for increasing Lanzhou residents＇ income during the 13th Five Year： under the principle of healthy economic and social development, the industrial supply-side structural reform should be promoted; the balanced development of urban and rural areas should be realized; the coordinated development between industry and urbanization should be strengthened; investment in scientific research and education should be increased.
