划定城市开发边界是推进城市可持续发展、保障粮食生产安全和国土生态安全的重要途径。该文探讨了城市开发边界的内涵及划定方法。认为城市开发边界是政策属性和技术属性的统一,是一定时期内由刚性边界和弹性边界共同构成的城市"成长坐标"。划定工作应在组织准备与技术准备的基础上,通过城市用地条件评价与刚性边界划定、城市规模与城市形态研究、"两规"用地差异分析等综合确定边界位置坐标,并提出相关规划调整建议,促进城市开发边界实施管理。

The demarcation of urban development boundary is an important way to promote the sustainable development of city,ensure the safety of food production and ecology. In this paper,the connotation and demarcation method of urban development boundary were discussed. It is proposed that urban development boundary is the unification of policy attributes and technical attributes. It is the city ＂ growth coordinates＂ that is constituted by the rigid boundary and elasticity boundary in a limitied period. The delineation can be done based on the reparation of organization and technology. At the same time,considering the land use assessment and the demarcation of rigid border,study of city size and city form,gap analysis of multiple-plan,the urban development boundary position coordinates can be determined. According to the analysis above,some relevant recommendations of planning adjustments were put forward to promote the implementation and management of urban development boundary.
