新常态下我国财政科技投入的空间集聚效应研究 被引量:5

Study on the Agglomeration of Fiscal Expenditure for S & T Based on Chinese Economic New Normal

摘要 本文在我国经济步入新常态的背景下探讨财政科技投入产生空间集聚效应的机理,运用主成分分析法测算各地区财政科技投入产生的空间集聚效应的程度,运用面板平滑转换模型研究经济发展水平、技术差距、研发资源、人力资本等因素对该效应的影响。研究结果显示:(1)目前我国财政科技投入存在空间集聚效应,但该效应程度强的地区仍然较少,且地区间差异较大,呈阶梯式分布,中西部地区明显小于东部地区。(2)地区经济发展是促进财政科技投入产生空间集聚效应的重要条件,但经济发展超过门限值时,会出现对该效应的瓶颈作用。(3)适度的地区技术势差有利于地区间科技资源的集聚融合,过大的技术差距反而不利于该空间集聚效应的形成。 This paper studies the mechanism of the agglomeration of fiscal expenditure for science & technology under the Chinese new normal. Firstly we calculate the scores of the 31 sample regions in China with the principal components analysis. Then we analyze the nonlinear relationship between the level of economic development, technology gap, R&D resources and the agglomeration, using Panel Smooth Transformation Model as analysis tool. Three results are concIuded. Firstly, fiscal expenditure for science & technology can promote the agglomeration. However, there is some difference among regions in China. The agglomeration of central and western regions is obviously weaker than that of the eastern regions. Secondly, the level of economic development can significantly promote the agglomeration. But it will hinder the agglomeration when the level of economic development is too high. Thirdly, the appropriate technology gap interval can promote the agglomeration. On the contrary, it will hinder the agglomeration when the technology gap is too small or too large.
