我国教师教育制度顶层设计之思考 被引量:3

摘要 加强教师教育制度的顶层设计,是当前教育改革中一项十分紧迫的任务。我们思考教师教育制度的顶层设计必须要重视"现代治理"和"顶基结合",进一步设计和完善教师教育制度,要明确教师属性及地位,将公立中小学教师定为国家教育公务员;要完善教师权益保障制度,以法律保障教师合法权益;要完善国家教师荣誉制度,激发教师荣誉感和向心力、鼓励教师终生从教。 To strengthen the top design of the teacher education system is a very urgent task in the cur- rent education reform. The "modern management" and "top base combination" should be taken serious- ly. In order to further the design and improvement of the teacher education system, firstly the character and the status of teachers should be defined. Pubic primary and secondary school teachers should be de- fined as civil servants. Secondly, teachers" rights and interests protection system should be improved, and the legitimate rights and interests of teachers should be guaranteed by law; Finally, the national teacher honor system should be improved to inspire teachers" sense of honor and solidarity and encourage teachers to teach for life.
