在民国社会发展的两大转折时期,即民国元年与南京国民政府成立之际,担任教育主管机构领导人的蔡元培以主持召开两次全国教育会议为平台,推动官方与民间代表共同商讨国家教育发展规划,在一定程度上实现了教育决策话语权的下放,为当时教育发展做出了突出贡献。

In the two major transition stages of society development in the Republic of China, these were the first year when the Republic of China and the Nanjing National Government just established. As the leader of institutions in charge of education, Cai Yuanpei hosted the two National Education Con- ference to promote official and private representatives to discuss national education plan. To a certain de- gree, decentralization of discourse right of educational decision - making was achieved, it had made an outstanding contribution to educational development at that time.
