在"大众创业,万众创新"背景下,政策法规和管理体制、地方高校科技成果成熟度、企业承接科技成果能力、科技中介市场等制约了地方高校科技成果转化。上级主管部门、地方政府、科技中介机构和地方高校要创新性改革政策法规和体制机制,加快地方高校科技成果转化、提高科技成果转化率。

Under the background of mass entrepreneurship and innovation, the constraints such as policies, regulations and management system, the maturity level of scientific and technological achieve- ments in local colleges and universities, the ability of enterprises to undertake scientific and technologi- cal achievements, scientific and technological intermediary markets restrict the transformation of scien- tific and technological achievements in local colleges and universities. The higher authorities, local gov- ernments, scientific and technological intermediary markets and local colleges and universities should in- novate and reform policies and regulations as well as institutional mechanisms to accelerate the transfor- mation of scientific and technological achievements in local colleges and universities to improve the con- version rate of scientific and technological achievements.
