The Value and Significance of Education Modernization for the Construction of Livable and Happy City——The Case Study of Qingdao

建设宜居幸福的现代化国际城市,不仅要重视物力资本的硬件建设,更要重视教育等人力资本投资的软实力建设。教育发展既可以直接带来人民幸福感的提高,又可以促进产业升级,增强城市的包容性、提高文化软实力,通过促进经济社会发展间接影响人们的幸福指数。推进教育现代化一要扩大学前教育的入学机会,并尝试将其纳入免费教育的范围;二要切实推进义务教育均衡发展;三要调整高中阶段教育结构;四是促进高等教育内涵式发展。

To build a modem international city of livable happiness, we should not only pay attention to the hardware construction of material capital, but also attach importance to the soft power of human capital invest- ment, such as education. The development of education can directly bring people happiness. Besides, education could accelerate industrial upgrading, enhance the city＇ s inclusive and improve cultural soft power, which could indirectly affect people＇ s happiness index through the economic and social progress. To promote the moderniza- tion of education, we should first expand the access to preschool education, and try to include it in free-of-charge range. Secondly, we must effectively boost the balanced development of compulsory education. In addition, we are supposed to adjust the structure of high school education. Finally, the connotative development of higher ed- ucation is also important.
