“八项规定”精神落实中的问题及建议——基于中央纪委监察部网站曝光案例研究

Problems with and Suggestions to the Implementation of “Eight Regulations”——Based on Cases Exposed on the Website of Central Commission for Discipline Inspection

"八项规定"的深入实施在一定程度上刹住了不正之风,但也存在一些不容忽视的问题。以中央纪委监察部网站曝光的案例构建数据库进行研究,发现在查处案件规模大的现实情况下,"四风"存量依然庞大。从违规主体来看,中低级公职人员是难点,中级公职人员是重点,高级公职人员是焦点,各级纪检监察机关需根据形势发展调整查处的违规类型,实现职能"减负"、责任"加压",以党纪国法构筑违纪违规的高压线。在加大曝光力度和信息透明度的基础上要努力形成"以廉为荣,以贪为耻"的社会氛围,实现党风廉政建设的常态化、制度化、法制化,为"治本"赢得时间。

The unhealthy tendency has been put under control with the implementation of the ＂Eight Regulations＂, but still some problems can not be ignored. Studies founded on the database based on cases exposed on the website of Central Commission for Discipline Inspection discover that there is still a large stock of ＂Four winds＂. As regards the personnel violating the regulations, low-level officials are the difficulty, middle-rank officials are where the emphasis lies, and high-rank officials are the focus. Adjustments should be made to the categorization of those violations according to the development of situations to cut down their powers and to add to their responsibilities. A high voltage border line of regulations and disciplines can be set up in this way. With more expositions and improved transparency of information, a social atmosphere of ＂pride in being honest and shame for being corrupt＂is to be cultivated, so that the construction of Party mood and integrity can be normalized, institutionalized and legally systematized for a complete eradication of corruption.
