秸秆禁烧的矛盾分析及治理对策研究

An Analysis on the Contradiction of Straw Burning and the Research Countermeasure

秸秆焚烧是我国现阶段农业生产力发展各种矛盾的集中体现,是各农业生产主体、生产力要素之间矛盾斗争的结果。通过对秸秆禁烧矛盾的分析,提出解决秸秆焚烧的治理对策。认为生产力要素不协调,生产关系不适应生产力发展是导致秸秆焚烧屡禁不止的最根本原因,提出调整生产力要素之间的关系以及农业生产关系是解决秸秆禁烧问题的治本之策。

Straw burning is the embodiment of various contradictions at this stage of development of agricultural productivity in our country,and is the result of the conflict between the subject of agricultural production and the productivity factors. This paper,through the analysis of the contradictions in the straw burning,illustrates that the leading cause of straw burning which is repeatedly banned but in vain is the uncoordination of the productivity factors and the unfit adaptation of the productive relations to the productive forces,puts forward that the fundamental strategy to solve the problem of straw burning is to adjust the relations of the productivity factors and the agricultural production relations,and proposes countermeasures to straw burning.
