The Analysis of Jiang Tingfu's Rural Problems

蒋廷黻对农村问题非常重视,他认为农村问题是整个社会发展的关键,对中国的近代化至关重要。蒋廷黻主张改革农业行政机构,建立权责明确的农业机关,以适应现代农业发展的要求;国民政府应转型成为代表人民利益的政府,建立新型的国民关系,进而团结农民提高国力;国民政府须实行孙中山"耕者有其田"的政策,采取缓和的方式彻底解决农民的土地问题;他认为农村问题的解决关键在于农业现代化的实现,其手段主要是运用近代的科学和机械。

Jiang Tingfu attached great importance to rural issued, he believed that rural issues is the key to the development of socie- ty as a whole, and rural issues is essential to China＇ s modernization. Jiang Tingfu advocated the reformation of agricultur- ally administrative institutions, the establishment the agricultural institutions of power and responsibility , in order to a- dapt to the requirements of modern agricultural development. He believed that the national government should be trans- formed into a government which represents government interests. Jiang Tingfu stressed that the national government must implement the policy of land to the tiller and adopt a moderate way to completely solve the problem of farmers＇ land. He believed that the key lies in the realization of agricultural modernization.
