北宋台谏官的进奏渠道

On the Channels of Proclamation of Officials in the Northern Song Dynasty

北宋士大夫参政议政之风高涨,其中以专司言职的台谏势力尤为突出。北宋前期台谏的言事方式多为章疏,至仁宗朝台谏逐渐取得了上殿面奏的权力,台谏的进奏渠道得到了进一步的拓宽。随着政治环境、人事变动、派系斗争、权力格局的变化,北宋台谏的进奏渠道和权限也在不断调整。上殿面奏这一言事方式的获得,一方面有利于君主更有效地了解朝政得失、民间疾苦,另一方面也可以纠弹百官违纪、净化政治风气。然而台谏势力过于强大,进而左右朝廷言论,既有损君主威权,又会给朝局带来负面影响。

In the Northern Song Dynasty the atmosphere of the political participation and consult activities of scholar- officials was high ,Jianguan admonished force is particularly prominent. In the early Northern Song Dynasty, the admonition of Jianguan was mostly Zhang Shu, and the Renzong Dynasty gradually gained the power of the temple, and the channel of the remon- strance was further widened. With the change of political environment, personnel, factional struggle, the pattern of pow- er, the Northern Song Dynasty Taijan admonition into the channels and permissions were constantly adjusted. On the one hand submitting memorials to the trone was conducive to the understanding of the pros and cons of state affairs, the public suffering for monarch. On the other hand it could also bomb the bureaucratic discipline, purify the political atmosphere. However, the Jianguan admonition forces were so strong that it doninated court speech.
