摘要
我国主体功能区规划已进入全面实施阶段,作为平衡机制,利益补偿机制的构建非常必要。我们可以借鉴国外相关经验,在现有利益补偿实践的基础上,沿"政策-法律-政策法律互补"的进路构建主体功能区规划利益补偿机制,政策方面主要是财税政策和市场机制政策,法律方面主要是财税相关法律法规和生态补偿相关法律法规。唯此,我国主体功能区规划才能"落地",我国各区域才能实现协调发展。
The main functional area planning in our country has entered the stage of full implementation. As a balancing mechanism, the establishment of the compensation mechanism is very necessary. We can draw lessons from experiences abroad and the existing compensation practices at home. Along the road of ＂Policy-Law-Policy＆Law＂, we establish benefit compensation mechanism in the main functional area planning . ＂Policy＂ includes the fiscal and taxation policy and the market mechanism. ＂Law＂ mainly covers taxation and ecological compensation laws and regulations and related laws. Only in this way, the main body functional area planning land ＂on the ground＂, our country can achieve the coordinated development of various regions.
