我国政府投资效率的地区差异研究

The Research of the Regional Difference in China's Government Investment Efficiency

本文以我国政府投资效率的实证研究为主线,运用DEA技术和Tobit面板模型研究1978-2014年我国28个省的政府投资产出效率、影响政府投资效率的主要因素和"四万亿"投资对我国不同地区政府投资效率的影响程度,得出结论:三大地区政府投资的效率差距仍较显著;政府投资效率与该地区的受教育程度、人口密度及对外开放程度正相关,与政府规模负相关;"四万亿"投资计划对不同地区的影响程度不同,对东部地区的正面影响高于中西部地区。

this paper used DEA method to research the government investment＇s output efficiency from 1978 to 2014 covering28 provinces in China. After comparing the different results, this paper used Tobit panel data models to analyze the main factors to influence the efficiency of the government investment. In 2008, China implement ＂four trillion＂ investment plan. As a big event, how this plan influenced the efficiency of government investment？ After carefully researching, there were three conclusions：（1） Big gaps still existed in government investment efficiency between the central, the west and the east regions.（2）the impacts of ＂four trillion＂ policy were different in three regions and the positive impacts to the eastern region were bigger than the central and western regions.（3） The government investment efficiency in one area was positively related to the level of education, population density and the degree of opening up and negatively related to the size of the government.
