Li Fei： The just-concluded 24th meeting of the Standing Committee of the National People＇s Congress （NPC） unanimously voted to adopt the interpretation of Article 104 of the Basic Law of Hong Kong. The interpretation of law made by the Standing Committee of the NPC has the same legal effect as the Basic Law with the highest legal authority in accordance with the Constitution and the Basic Law.
