The State Council Information Office of the PRC recently published the white paper The Right to Develop： China＇s Ideas, Practice and Contributions. According to the white paper, until September 2016, the NPC and NPC standing committee formulated 252 constitution and other laws currently in force in total. Until July 2016, the local people＇s congresses with legislative power and the standing committees formulated currently effective 9915 local laws.
