摘要
为解决经济欠发达资源富集区的可持续发展问题,增强地方政府生态环境治理能力,需研究开征资源开发生态环境补偿费的效果。通过构建双区域能源可计算一般均衡模型,分析和比较了设置不同费率生态环境补偿费对区域可持续发展的影响。研究结果表明,征收合理费率的生态环境补偿费对区域GDP的短期影响较小,在长期范围内可以促进经济结构优化,并推动经济、社会、环境可持续发展。所建模型是分析区域可持续发展问题的有力工具,研究结果对我国制定资源环境政策具有重要指导意义。
For the sustainable development and the local government's Eco -environmental protection capacity of Shaanxi Province, which is rich in resource reserve and poor in economic development, the ecological environmental compensation fee should be levyed. There is a lack of the quantitative analysis model for sustainable development policies at the regional level in developing countries. This paper established a double regions dynamic energy computable general equilibrium model and comparatively simulated the effects of the ecological environment compensation levied within Shaanxi Province. The results indicate that the ecological environment compensation with reasonable rates only have limited short - term impact on regional GDP but can promote the optimization of economic structure and improve the economic, social and environmental sustainability in the long range. This paper constructs a powerful model for analyzing regional sustainable development issues, and provids some quantitative reference for improving China's resource and environment policies.
