摘要 公立医院改革是我国医疗卫生服务体制改革的重点,而公立医院改革的重点与难点在于公立医院的治理问题。针对目前公立医院存在的"管办不分"与"多头管理"外部治理制度不均衡和"自主权不足"与"权力滥用"内部治理制度不均衡问题,提出强制性和诱致性制度变迁建议,促进公立医院治理制度形成良好的制度均衡状态,达到提高公立医院综合绩效的目的。 The reform of public hospitals is the emphasis of medical and health system reform in our country, and the focus and difficulty of public hospital reform lies in the governance issues of public hospitals. Aiming at the current public hospital existing unbalanced problems of "non - separation of holding and managing" or "multiple management" in external governance system and "limited autonom" or "abuse of power" in internal governance system, proposed to mandatory and inductive institutional change suggestion, promote the public hospital governance system form a good state of institutional balance, so as to improve the comprehensive performance of public hospitals.
