Research on Evaluation of Shaanxi National High-tech Zone Innovation Development Capacity Based on the Entropy-weighted Topsis Method

摘要 陕西国家级高新区在创新发展中面临着明显的"陕西现象"陷阱,雄厚的科技资源投入与滞后的经济产出效益之间存在发展的悖论。从创新投入能力、创新组织能力、创新产出能力和环境支撑能力4个方面选取16个指标,构建陕西国家级高新区创新发展综合评价指标体系;在此基础上,采用经过熵权改进的Topsis模型对陕西省7个国家级高新区的创新发展能力进行综合评价。研究发现,在陕西国家级高新区的创新发展中,创新投入能力、创新产出能力、创新组织能力起着决定性作用,而环境支撑能力的相对值分布较为均衡,并不起决定作用。 National high-tech zone in Shaanxi province nowadays faces a "Shaanxi phenomenon" trap during its innovation development, a paradox between a strong investment in science and technology resources and a lagging economic development. Based on the review of related literature, this paper constructed a comprehensive evaluation index system of innovation development level, involving four aspects and 16 indicators, i.e. the innovation investment ability, the innovation organizational ability, the innovation output capacity, the environmental supporting capacity. Using the Entropy-weighted Topsis Index method, this paper made a comprehensive evaluation of innovation development for seven national high-tech zones in Shaanxi province. The result showed that the innovation investment ability, the innovation organizational ability, the innovation output capacity will play a decisive role in the innovation development of Shaanxi national high-tech zone, while the relative value distribution of environment supporting capacity is more balanced, which is not a determinant for its innovation development.
