基于大数据技术的应急决策指挥体系构建——以中国国际石油合作突发事件为例 被引量:13

摘要 当下我国已经进入大数据时代,大数据技术作为数据处理先进技术,已在许多行业得到广泛应用并取得理想效果。中国国际石油合作日益频繁,突发事件应急管理体系始终存在诟病。以此为契机,通过分析中国国际石油合作突发事件特点和应急管理不足,结合大数据技术特点与应用过程,提出组织高效、反应快速、资源优化的中国国际石油合作突发事件应急决策指挥体系构建,同时提出大数据应急决策指挥体系五大层次:信息资源层、数据转化层、资源存储层、决策分析层和信息应用层;最后对应急体系进行具体情境模拟,提供实现的可行性依据,为解决目前临时单一性的指挥体系寻找新方向,并为结合大数据技术的应急决策指挥系统软件开发构建理论基础。 Now, China has entered the era of big data, while big data technology as a data advanced technology has been widely used in many industries and achieved satisfactory results. China's international petroleum cooperation has become increasingly frequent. The emergency management system has always been criticized. This paper takes the problem as an opportunity. Based on the analysis of the characteristics of China's international petroleum cooperative emergencies and disadvantage of the emergency management, combining the characteristics of big data technology and its application process, it puts forward the construction of the emergency decision-making command system of China's international petroleum cooperation, which is efficient, rapid and resource optimization. Besides, it puts forward five levels of big data emergency decision-making command system: information resource layer, data conversion layer, resource storage layer, decision analysis layer and information application layer. Finally it carries on the concrete situation simulation to the emergency system, and it realizes the feasibility basis and finds the new direction to solve the single command system. Meanwhile, it makes the theoretical basis for the development of emergency command system software.
