近年来,伴随着食品安全事故的高频多发,重大食品安全事故的灾后补偿问题凸显。基于对应急资金保障的准公共物品属性探讨,强调了商业保险在重大食品安全事故应急资金保障机制中不可或缺的地位。在剖析发达国家食品安全事故应急资金保障模式的基础上,深入分析我国应急资金保障不足的根源,提出了实施食品安全附条件强制责任保险制度,并建立风险保障基金的重大食品安全事故应急资金保障机制。

In recent years, along with the food safety accidents occurring frequently, the compensation of major food safety accidents has become the hot issues. Based on the discussion about the quasi-public goods attribute of emergency funds, emphasize the indispensable status of the commercial insurance in the emergency funds safeguard mechanism of major food safety accidents. On the basis of the analysis of the developed countries＇ emergency funding model, the root of insufficient emergency funds safeguard is deeply analyzed. A conditional compulsory liability insurance system of food safety is putted forward, and a risk guarantee fund of emergency funds safeguard mechanism for major food safety accidents is established.
