我国地方食品安全现状分析及政府监管评估指标构建

Current Situation Analysis of Local Food Safety and Evaluation Index Design for Local Government Supervision

食品安全是一个关系到千家万户的重大民生问题。一方面,接连爆发的食品安全事件,使得我国的食品安全形势异常严峻;另一方面,地方政府对食品安全监管的绩效却始终处于低下状态,这进一步激化了公众与政府的矛盾。为了解决这样的困境,中央政府将食品安全全面纳入地方政府绩效考核。分析了各区域近几年来发生的食品安全事件数及患者数,发现各地区的食品安全状况具有显著差异,这可作为各地方政府食品安全监管现状的直观反映,接着构建了包含地方政府食品安全监管效率、监管体制和监管执行力三个维度的地方政府食品安全监管指标体系,可以为评价地方政府食品安全监管效率,改善目前地方政府食品安全监管低效的困境提供一定的借鉴。

Food safety is a significant livelihood issue affecting millions of households. On one hand, with the outbreaks of a series of food safety incidents, the country＇s food safety situation is very severe; On the other hand, the performance of local government on food safety supervision is always in a poor condition, which further intensifies the contradiction between the public and the government. In order to solve this dilemma, the central government integrated the food safety supervision into local government performance assessment. Analyze the regional food safety incidents happened in recent years and the number of patients, find that the regional food security situation has significant differences, which can be used as a intuitive reflect of the local govemment food safety supervision. Design an index system containing three dimensions-the efficiency, institution and executive force of local government food safety supervision. This can be a reference for the assessment of the efficiency of local government food safety supervision and improving the existing inefficient situation.
