The Implication of Supply-side Structural Reform and Policy Recommendations

我国经济运行存在着重大结构性失衡,供给侧结构性改革在未来一段时间内将是经济发展的核心要务。我国的供给侧结构性改革不完全等同于西方发达国家曾经实施过的供给学派经济政策,在改革内容方面更为丰富。供给侧结构性改革与宏观的转方式,中观的调结构一脉相承,是这两者在微观层面的具体落实和安排。通过调整供给结构,实现供给结构的高级化,来匹配需求结构,是解决目前经济发展中结构性问题的最根本出路。本文认为,供给结构不是单纯的产品结构,而是一个多层次的有机整体。其中,最重要的是企业的技术结构,供给侧结构性改革需要通过提高企业技术水平和创新能力,优化供给侧结构,引导新的需求,解决经济结构问题,促进国民经济的可持续健康发展。因此,要抓紧设计并制定促进企业技术结构升级的财政与金融支持政策体系,帮助中小企业转型,同时,要结合不同产能过剩的原因,做好去产能的工作。

Because of the major structural imbalances rooted in China＇s economy development, supply-side structural reform should play a key role in future. China＇s supply-side structural reform is not exactly the same as the supply school policies which have been implemented by western countries. The former has a more rich implication. Supply-side structural reform is the micro level implement and arrangement of the reform on macro level and industrial level. Supply-side structure adjustment can help optimizing the supply structure on market and match the demand structure better. This will be the most efficient way to solve the fundamental structural problems. As this paper said, supply side structure is not just the products and services structure. It is a multi-level system in which technology structure is of the highest importance. Supply-side structural reform should focus on improving firms＇level of producing technology and innovation capacity, optimize supply side structure, upgrade consumption structure, help solving the structural problem and promote the sustain- able healthy development of the national economy. Our policy recommendations include corresponding fiscal and financial supporting policy system, SME transformation, and a well-designed plan to tackle industrial overcapacity.
