乡镇与街道党委领导下的基层协商民主建设是社会主义协商民主建设的重要组成部分。而这种基层协商民主建设的健康运行,客观上要求乡镇与街道党委领导干部具备恰当的协商素养。乡镇与街道党委领导干部的协商素养应该包括协商知识、协商态度、协商能力、协商发展、基本政治素质五个方面的内容,而每一个方面又都包括了一些基本的构成要素。

The democratic deliberation at the township （neighborhood） level plays a significant role in the development of the de- liberative democracy with？Chinese？characteristics. And because of the basic political principle adhering to the Party＇s leadership, the democratic deliberation mentioned above？objectively？requires the leading cadres of the relevant Party committees are qualified in the sense of their deliberative accomplishments which mainly contain deliberation-related and content-rich knowledge, attitude, competence, contribution and political quality.
