The Intellectual Property Strategy of “Guanzhong-Tianshui Economic Zone” under the Guidance of The Belt and Road

在"一带一路"倡议下,关天经济区在"丝绸之路经济带"建设上的作用愈加突出,国家知识产权局印发《关于加快建设知识产权强市的指导意见》明确指出到2030年,在国家主要城市群中全面形成知识产权强市建设发展格局,关天经济区尽快制定知识产权战略势在必行。关天经济区高新技术产业、现代农业、文化、旅游产业颇具特点和优势,科研教育资源集中,应积极应对国际化需求,以知识产权国际合作为重点,突出产业优势,实现差异化协调发展,突破行政区域界线,探索构建具有关天特色的知识产权"创造、运用、服务、保护、管理、国际合作"六位一体的具有国际特色、跨行政区域的知识产权战略新模式。

Under the guidance of The Belt and Road, Guanzhong-Tianshui Economic Zone has become an important economic growth pole of ＂Silk Road Economic Belt＂. According to the Guidance on Accelerating the Construction of Intellectual Property Rights issued by the State Intellectual Property Bureau, the construction of a comprehensive development pattern about intellectual property power is supposed to be formed in the main cities in 2030. Therefore, it is imperative to establish the strategy of intellectual property rights in the ＂Guanzhong-Tianshui Economic Zone＂ as soon as possible. There are high-tech industries, modern agriculture, culture, tourism industry, and scientific research and education resources in the ＂Guanzhong-Tianshui Economic Zone＂. We should actively re- spond to the international demand, focusing on international cooperation, highlighting the industrial advantages so as to realize the coor- dinated development of poor dissimilation, break administrative boundaries, and explore to establish ＂Guanzhong-Tianshui Economic Zone＂ with its Intellectual Property characteristics, namely a cross regional intellectual property strategy administrative mode of creation, utilization, protection, management, international cooperation.
