江南丘陵城镇周边永久基本农田调整研究——以瑞金市为例

Study on Perpetual Basic Farmland Adjustment in Hilly Towns of Jiangnan——A Case of Ruijin City

在多规冲突的当下,城镇周边基本农田受到来自城市扩张、生态污染、地理地貌的影响而受到侵蚀,其对国家粮食安全与区域土地资源合理利用产生极大影响。通过对基本农田与城市规划矛盾的梳理,结合瑞金市江南丘陵地形地貌特点,基于GIS空间分析功能,将基本农田保护红线、城市发展边界、生态保护红线进行叠加,协调土地利用规划与城乡规划、生态环境保护规划的关系,并结合多规合一对瑞金市城镇周边基本农田调整进行分析,得到调整后的基本农田数量有增加、质量有提高,布局总体稳定。基于多规合一的基本农田调整:能够加强土地利用规划与其他规划的衔接,科学的调整基本农田进行,缓解建设用地与基本农田之间的土地利用冲突,协调各类规划,明确基本农田的走向,保护基本农田不被占用,从而保障粮食安全稳定。

In the time of multi-regulation conflict,the basic farmland around urban area is eroded by the influence of urban expansion,ecological pollution and geographical landform,which has great influence on the national food security and the rational utilization of regional land resources. Based on the analysis of the contradiction between basic farmland and urban planning and the features of Jiangnan hilly topography in Ruijin City,the basic farmland protection red line,the urban development boundary and the ecological protection red line are superimposed based on GIS spatial analysis function,and coordinate the land use planning and urban and rural planning,Ecological environment protection planning,combined with multi-standard one pair of Ruijin city around the basic farmland adjustment analysis,get the adjusted number of basic farmland increased,the quality has improved,the overall layout stability. Basic farmland adjustment based on multi-regulation： It can strengthen the connection between land use planning and other planning,adjust the basic farmland scientifically,relieve land use conflict between construction land and basic farmland,coordinate various planning,clear basic farmland to protect the basic farmland is not occupied,so as to ensure food security and stability.
