The paper analyzes the pressure of both applicability and implementation of withdrawing management policy. By using management experience of Hong Kong public housing for references, the paper suggests that we should tamp the base of withdrawing management of public rental housing, improve the mechanisms of dynamic supervision and review errorcorrecting, build the scientific and humanistic way of withdrawing management and cultivate non - governmental organizations to achieve multiple supervisions.
