四川省人口大县艾滋病防治现状及对策探讨

HIV/AIDS Prevention and Countermeasures Investigation in Sichuan Populous Counties

目的了解四川省人口大县艾滋病防治工作现状及存在的问题,为进一步做好艾滋病防治工作提出对策建议。方法选择有代表性的3个县,采用对相关机构人员进行访谈、文献回顾、专家论证等方法收集资料,使用定性方法分析资料。结果四川省人口大县现有艾滋病防治策略和措施对降低艾滋病危害,保障人民群众生命健康起到了巨大的推动作用。但也还存在政策保障不足,防控网络不健全,资源配置不合理,防治人员流失严重,医疗保障不完善等问题。结论人口大县的艾滋病防治工作应进一步完善工作机制,强化本地保障措施,加快人才培养,大胆创新,充分发挥基层的作用,探索适合本地的防治策略和措施。

Objective To investigate the works of HIV/AIDS prevention and control in Sichuan populous coun- ties, provide some advices to improve the HIV/AIDS prevention and control. Methods 3 representative coun- ties were selected. The agency personnel interviews, literature review and experts counseling were used to col- lect the relevant information, which was analyzed by qualitative method. Results The HIV/AIDS control strate- gies and policies had played a key role on reducing the harm of AIDS and protecting the people＇s health in Si- chuan. But there were still some challenges such as inadequate policies, imperfect preventidn and control net- work, irrational resource allocation, staff loss and inadequate health care. Conclusion There were some ad- vices for HIV/AIDS prevention and control in Sichuan populous counties, including the improvement of working mechanism, strengthening local investment and basic organization, scale - up of personnel training and innova- tion of strategies.
