从“内卷化”看精准扶贫资源配置的矫正机制设计 被引量:18

摘要 如何科学配置精准扶贫资源,乃是实现精准扶贫战略目标的关键环节。当前我国精准扶贫资源配置正面临着严重的"内卷化"困境。从形成机制来看,这种"内卷化"困境是权力—效率、政治—合法性和信息—网络三种具体机制综合作用的结果。从制度安排来看,要走出"内卷化"困境,关键在于科学设计精准扶贫资源配置的矫正机制。精准扶贫资源配置矫正机制的设计必须立足于顶层设计、实践操作和结果评价三个维度。在顶层设计方面,精准扶贫资源配置需要建立政策需求对接机制、政策整合机制和激励相容机制;在实践操作方面,精准扶贫资源配置需要建立信息显示机制和贫困户赋权机制;在结果评价方面,精准扶贫资源配置需要建立绩效评价机制和适时纠偏机制。 How to scientifically allocate accurate resources for poverty alleviation is the key to achieve the goal of precise poverty alleviation. At present, the allocation of resources for precise poverty alleviation in China is facing a serious "internalization" dilemma. From the view of formation mechanism, the "internalization" dilemma is the result of the combination of power and efficiency, political and legitimacy, information and network. From the institutional arrangement, it is necessary to scientifically design the correct mechanism for the allocation of resources for poverty alleviation. The design of corrective resources allocation mechanism must be based on three dimensions : top - level design, practice operation and result evaluation. In the top - level design, the precise allocation of resources for poverty alleviation needs to establish policy requirements docking mechanism, policy integration mechanism and incentive compatibility mechanism ; In practice, the accurate allocation of poverty alleviation resources need to establish the information display mechanism and the empowerment mechanism of the poor households. In the evaluation of results, the accurate allocation of poverty alleviation resources needs to establish performance evaluation mechanism and timely corrective mechanism.
