透明公平的制造业发展环境探讨 被引量:10

摘要 创新驱动、质量为先、绿色发展、结构优化、人才为本是中国制造2025的战略方针。针对当前员工对企业的忠诚度不高、知识共享和协同创新积极性不强、企业和员工的诚信度不高、供需匹配信息不透明等问题,认为实现这一战略方针的关键是建立一种可以追溯信用历史的透明公平的制造业发展环境,实现市场、过程、贡献、协同、诚信等的透明化。提出了实现途径,即:利用新一代信息技术支持透明化,在透明化的基础上实现公平化。探讨了面向创新驱动、质量为先、绿色发展、结构优化、人才为本的透明公平环境建设的具体内容,结果表明:需要建立相关法规和制度,以促进制造业发展环境的透明化和公平化,这些相关制度和标准的建立和实施都需要新一代信息技术的支持。 It is the strategic approach of"Manufacturing in China 2025"to be innovation-driven,quality first,green development,optimize the structure of Chinese industry,and talent oriented.In view of the problems such as employee's disloyalty to the enterprise,the enterprise's low integrity,and the non-transparent of information on knowledge employee performance and matching between supply and demand,the key to realize this strategic approach is to establish a traceable transparent and fair development environment of manufacturing industry which could realize the transparency of the market,the process,the contribution,the cooperation,the good faith and so on.The realization way which included the support for transparency with new generation of information technology,and the fairness realization based on transparency was put forward.The content of transparent and fair environment construction for 2025 strategy approach was discussed,and the result showed that the relevant laws and regulations should be established to promote transparency and fairness for the development environment of manufacturing industry,which needed the support of new generation of information technology.
