On the Military Assessment System of the Rule of Law

法治评价体系是对被评价对象的法治建设状况实施综合评价的系统及其动态机制。构建军队法治评价体系,有利于进一步促进依法治军向纵深发展,它需要遵循以下基本原则:首推战斗力标准;统一领导、分类实施;规范流程、发挥官兵能动性;丰富评价形式、细化法治指标;科学设定指标、完备指标体系以及强化监督、务求实效等。

The military assessment system of the rule of law is the system and dynamic mechanism,which assess comprehensively the construction of the rule of law for the assessed object. The establishment of the military assessment system of the rule of law is helpful for improving military rule of law. It needs to follow the principles,such as to choose the fighting- power standard first,lead unitedly,implement classifiably,standardize the procedures,bring the initiative,widen the assessment forms,be meticulous in the index contents,design the index scientifically,perfect the index system,strengthen the supervision,and seek actual effects.
