共生型国际秩序与命运共同体建设

International Order of Symbiosis and the Construction of Community of Common Destiny

在新的时代背景下必须用一种新的思维来思考世界秩序以及建构一种符合人类社会长远发展的新秩序,这种新的世界秩序就是共生型国际秩序。共生型国际秩序强调国际行为体应具备共生观念,在这种观念下战争是可以避免的,冲突是可以用和平手段解决的,合作是可以实现的。命运共同体,作为建构共生型国际秩序的有益实践本身就蕴含着一种共生观念。因此,命运共同体的建设应遵循共生型国际秩序的发展规律与内在要求:从发展方向上来看,命运共同体的建设没有固定的终点,而是处于一个共生度不断提高的运动过程之中;从内在要求上来看,要维持和优化命运共同体,必须遵守包括不触犯共生性底线、利益均衡分配、相互包容、尊重对方文化以及权利与义务对等的基本原则,这样才能使命运共同体朝着和谐共生的方向发展。

In the new era, it is necessary to use a new thinking to think about the world order and to construct a new order that is consistent with the long-term development of human society. This new world order is international order of symbiosis. Community of common destiny, as a beneficial practice to construct the international order of symbiosis, has a kind of symbiotic concept, and the construction of it should obey the development rules and inherent requirements of the in-ternational order of symbiosis. From the point of the development directions, the construction of the community of common destiny has no fixed end, but will strengthen the symbiosis in the process. From the point of the internal requirements, to maintain and optimize the symbiotic system of the community of common destiny, we must abide by the following rules： never break the bottom line of symbiosis; balance the distribution of interests; tolerate each other; respect each other＇s cul-ture ;equalize the rights and obligations. By doing so, the building of community of common destiny can be pushed toward the harmonious symbiosis.
