The Dilemma of the Joint Development of the South China Sea: A Perspective of the Supply of the Regional Public Good

南海共同开发是一项典型的区域合作行为,成功的区域合作行为需要区域公共产品的充分而有效供给。这预示着区域公共产品的供给与南海共同开发有着紧密联系,区域公共产品供给的数量与质量深刻影响南海共同开发的进程。但当下的南海共同开发陷入困境,其产生机理是供给相对不足的南海区域公共产品不能为南海共同开发提供必要条件和基本动力,并提高南海共同开发的水平。优化南海区域公共产品的供给结构、提高南海区域公共产品的供给的制度化水平和充分发挥中国在南海区域公共产品供给中的作用是中国破解南海共同开发困境的优先努力方向。

The full supply of the re-gional public good depends on the success of the regional cooperation, which indicates that the joint development of the South China Sea is closely correlated with the supply of the regional public goods. The quantity and quality of the supply of the regional public goods profoundly affects the process of the development of the South China Sea. But, the joint develop-ment of the South China Sea is in dilemma because inefficient supply of public goods in the South China Sea region can’t provide the perquisite and the driving force of the joint development of the South China Sea,and can蒺 t improve the joint de-velopment of the South China Sea. China must strengthen the supply of public goods in the South China Sea region. To opti-mize the supply structure of region public goods in the South China Sea,improve the level of supply of public goods in the South China Sea region and play an important role in the supply of the regional public goods in the South China Sea is the three preferential choices of China to overcome the dilemma of the joint development of the South China Sea.
