Research on the Policy System of Promoting Patent Quality Based on the Market Demand

构建以专利质量为核心的政策体系,合理运用各类政策工具,促进专利质量提升,是我国加快知识产权强国建设的基础。构建提升专利质量政策体系,可从提升发明创造质量、提升专利申请质量、提升专利审查质量和刺激高质量专利市场需求四个方面入手。重点围绕专利市场建设研究专利质量提升策略,有利于形成专利质量与专利效益之间的相互促进的良性循环。

It is the basis for building China into a powerful IP State to construct a policy system focusing on patent quality, and properly use various policy tools. To construct such a policy system needs to consider four important factors, namely, the promotion of qualities regarding invention, patent application, patent review, as well as stimulating the market demand for high quality patents. It is conducive to form a virtuous circle between patent quality and patent benefi ts if the strategy of promoting patent quality is focused on the construction of patent market.
